ES2 Waste Reduction

Background

Municipal waste, a combination of household, public and commercial refuse, amounts to about 200 million metric tons per year in the United States. The Summit County (SC) landfill accepted approximately 51,000 tons of materials in 2004. Based on national averages, it is estimated that 30-40% of the total waste delivered to the SC landfill could be recycled.

Policy

The following policies shall be used by the Town of Frisco to address resource conservation, waste reduction, reuse of materials and recycling:

  • Implement a zero waste policy: Commit to making as many of Frisco's special events 'zero waste' events as possible. This includes composting food waste, using compostable and recyclable materials (cups, plates, flatware) and using clearly marked recycling bins for event attendees. Currently, Founders' Day, Tour de Fat, the Community Barbecue, State of the Town Breakfast and Bike to Work Day are all zero waste.
  • Implement waste reduction and recycling: Enhance on-going efforts to increase waste reduction and recycling efforts in Town practices.
    • Plan and implement recycling programs/actions at each department level. Put the accountability in their control.
    • Continue to support existing efforts to increase waste reduction and recycling in employees' daily routines through efforts of the Town's waste reduction and recycling employee pledge.
  • Waste reduction and recycled content office supply purchasing policy: Implement a waste reduction and recycled content office supply purchasing policy to require all office supplies purchased be as environmentally friendly as possible. This includes purchasing products that have recycled content and products that are recyclable.
  • Equipment recycling and reuse: Implement an equipment recycling and reuse policy for all of the Town's outdated and used equipment, including computer and office equipment and furniture.
  • Town meetings and meeting rooms: Use reusable containers, plates, glasses and utensils at all Town meetings. Put recycling containers in all Town meeting rooms and encourage everyone (including outside organizations) that uses any Town meeting room to use reusable materials and recycle as appropriate.
  • Community environmental projects: Consider allowing staff to volunteer during work hours on community-wide environmental causes and/or projects or consider staff incentives for volunteering when off-duty, as appropriate.
