Peak One Parcel - Town Meeting 2

Overview:  The Frisco Town Meeting 2, held on Thursday, November 29, 2007, was a forum designed to foster public engagement, discussion, and consensus in building a community vision for the future use of the Peak One Parcel.  It was built upon the outcome of the first community meeting on the Peak One Parcel held on October 27, 2007. 

In the first town hall meeting, members of the public participated in a collaborative process to consider alternatives for the use of the Peak One Parcel as a socially and environmentally responsible mixed-income housing community.  Based upon feedback generated during the first town hall meeting, conceptual site plans (“concepts”) were created.  Perry Rose, the consultant firm retained by the Town for this process, presented these plans during the second meeting, and the community had the opportunity to provide a critical and constructive evaluation of the options.

Introductions & Meeting Purpose:  The workshop started with a brief introduction by Mayor Pro Tem, Bill Pelham. He discussed this meeting in the larger context of the process of fostering public involvement with respect to the Peak One Site, explained that the purpose of the meeting was to enable the public to provide critical and constructive feedback on the concepts developed in response to Town Meeting One, and explained the need for ongoing participation and consensus. 

Charles Perry of Perry Rose provided a summary of the group input from Town Meeting One, and presented an overview of the three concepts presented for public comment during this meeting.  Brandon Silar of Calthorpe Associates, land use designer for the project, then outlined each of the three concepts in detail. 

Community participants then discussed the concepts in small group round-table discussions.

Small group discussions:  For the “breakout” portion of the workshop, participants worked in randomly assigned teams of 8-12 people, with a facilitator.  Each of the six groups reviewed the three concepts (A, B, C), and identified likes and dislikes for each concept.  

Group Summary Presentations:  A spokesperson from each of the six small groups presented to the overall meeting participants, their group’s likes and dislikes of the concepts. 
Groups’ comments included:

  • Smaller buildings
  • More single family and duplex style units
  • More usable open space
  • Effective utilization of the hillside

Conclusion and Next Steps:  Facilitator Charles Perry thanked participants for the insightful and constructive feedback received during this meeting.  He also indicated staff will work with the feedback provided and bring back further ideas to the community on the Peak One Parcel soon. 

The next public meeting on the Peak One development isn’t yet scheduled, but will likely be in January or February, 2008.
